???

I'm reading Orhan Pamuk's Snow and am faced with an interesting question. Turkey is a secular state - Muslim women are not permitted to wear their headscarfs, wearing crosses and other religious emblems are prohibited. America is a secular state too. But freedom of religion is a part of the American consitution. How can a country be secular while still mainting religious freedom? It seems pretty impossible if you ask me.
